Universitas Dinamika was founded by Laksda. TNI (Retired) Mardiono, Ir. Andrian A.T., Ir. Handoko A. T., Dra. Suzana Surodjo, and Dra. Suzana Surodjo and Dra. Roswsy Merianti, Ak. At first, on 30 April 1983, Putra Bakti Foundation opened higher education located on Ketintang focusing in the field of information technology under the name "AKIS (Akademi Komputer & Informatika)". On March 10, 1984, permission for the Information Management Program (Diploma III) was issued by the Ministry of Education and Culture.

On 20 March 1986, AKIS was changed to "STIKOM (Sekolah Tinggi Manajemen Informatika & Teknik Komputer)" and built the first campus on 66 Kutisari Street. The campus was inaugurated by the Governor of East Java, Wahono. Due to the increasing number of students, the new building was built on 98 Raya Kedung Baruk Street in September 1997.

In 2012, STIKOM adjusted its name to "STMIK STIKOM (Sekolah Tinggi Manajemen Informatika & Teknik Komputer STIKOM). 

Along with the changing times and the needs of the society, on 04 September 2014, STMIK STIKOM officially changed into an institute with the name "Institut Bisnis & Informatika STIKOM" having 2 faculties and 9 study programs. 

On 29 July 2019, through the Ministry of Education and Culture Decree, Institut Bisnis & Informatika STIKOM has officially became "Universitas Dinamika".
